Best HR software: how this ranking is built
Naming the best HR software means saying on which criteria. User reviews and comparison-site ratings are not used here, because their origin cannot be verified. The ranking uses four criteria that anyone can check by opening the vendor’s website.
The four criteria used
- Price transparency: does the vendor publish a price, and in how much detail?
- Commitment terms: minimum commitment, free trial, billing method.
- Published functional scope: personnel administration, time, talent, payroll.
- Services announced as included: support, deployment, integrations.
The resulting ranking
| Rank | Software | Main reason |
|---|---|---|
| 1 | Lucca | The only vendor in the comparison to publish a price for each module, with a subscription announced as having no minimum commitment |
| 2 | Kelio | Grid published by plan and by company size, support and hosting announced in France |
| 3 | Eurécia | Public entry price and broad HR scope, from administration to talent |
| 4 | Factorial | Public entry price and free trial, scope that goes beyond HR |
| 5 | PayFit | Offer focused on payroll, price grid not detailed on the page consulted |
This rank measures the amount of verifiable information published, not the quality of the software in use. A company whose main need is payroll will look at PayFit first, even though it is ranked fifth here.
Lucca: prices published module by module
Lucca comes first because its pricing page is the most detailed of the five. The vendor gives a price for each solution, per month and per employee, specifying that these are estimates for the most requested company sizes.

Limits to know
The published prices concern companies with more than 100 employees. For other sizes, the vendor refers to a quote. On payroll, the page consulted presents a preparation assistant and connectors to payroll software: Lucca is not presented there as a tool that calculates payslips.
Kelio, Eurécia, Factorial and PayFit: detailed analysis
Kelio: time management and hosting in France
Kelio publishes a grid by plan and by company size. For 50 employees, the three plans are shown from 3.05 euros, 5.75 euros and 11.60 euros excluding tax per employee per month. For 200 employees, from 1.75 euros, 2.60 euros and 4.99 euros. Above 3,000 employees, pricing is on quote.
The vendor announces hosting located entirely in France, unlimited support based in France and legal updates included. Its scope covers time management, scheduling, reviews, training, payroll, expense reports and access control.
Eurécia: a broad HR platform for SMEs
Eurécia structures its offer in three levels:
- Starter, for 1 to 10 employees, available through an accounting firm;
- Business, for 11 to 500 employees, from 4.20 euros excluding tax per employee per month, with decreasing pricing;
- Enterprise, above 500 employees, on quote.
The products listed cover the HR portal, leave, time and activities, scheduling, reviews, skills, training and recruitment. The vendor highlights a consultant dedicated to deployment. Its home page announces a 30-day free trial, included support and an offer with no commitment.
Factorial: a scope that goes beyond HR
Factorial shows a price from 6.90 euros per month per user, then builds a tailored plan. All plans include a common core: employee directory, onboarding and offboarding, electronic signature and document management.
The vendor offers a free trial. Its catalogue goes beyond human resources, with finance modules (expense reports, cards) and IT management.
PayFit: the payroll specialist
PayFit presents itself first as payroll software: payslips, DSN (nominative social declaration) and event declarations. HR modules complete the offer: leave and absences, time management, reviews, expense reports.
The page consulted shows a price of 26 euros per month per employee for the offer aimed at business founders. The offers for 1 to 9 employees and for 10 to more than 1,000 employees are not priced there. The vendor states that it has 22,000 client companies and offers a free trial.

Company with more than 100 employees
Lucca and Kelio publish prices suited to this size. The choice then depends on the dominant need: a combination of HR modules at Lucca, time management and payroll at Kelio.
SME with 11 to 100 employees
Eurécia and Factorial show an entry price and a broad scope. Kelio also publishes a price for 50 employees.
Very small business
The first need is often payroll. PayFit and Eurécia’s Starter plan explicitly target these organisations.
How to choose HR software: the method
- List the processes to cover: payroll, leave, time, reviews, recruitment. A tool that manages reviews must for example make it possible to track the career path review.
- Check data compliance: access rights, traceability, retention period. The rules are detailed in the article on HR software and personal data.
- Identify artificial intelligence features: several vendors announce some. Those that involve sorting applications fall under the rules on AI in recruitment.
- Ask for a quote on the exact scope: public prices are starting points.
- Check the payroll data output: the software must correctly feed the French payslip and the DSN.
Mistakes to avoid
- Comparing prices that cover neither the same scope nor the same company size.
- Confusing payroll preparation with payroll calculation.
- Trusting a ranking without looking at its method and its date.
- Forgetting the cost of deployment and data migration.
Frequently asked questions
What is the best HR software in France?
There is no best HR software in absolute terms: it all depends on the need. On the verifiable criteria used here (price transparency, commitment, published scope), Lucca comes first, ahead of Kelio, Eurécia, Factorial and PayFit. Lucca publishes a price for each of its modules and states that its subscription has no minimum commitment. Kelio stands out for its price grid by company size and its hosting in France, Eurécia and Factorial for a public entry price, PayFit for its payroll specialisation. This ranking is based on the information published by the vendors on 7 October 2026, not on a test of the software.
How much does HR software cost in France?
Prices published on 7 October 2026 range from 3.05 euros excluding tax per employee per month at Kelio (first plan, 50 employees) to 6.90 euros per user per month at Factorial. Eurécia shows its Business plan from 4.20 euros excluding tax per employee per month. Lucca charges per module, for example 3.21 euros excluding tax for the core HR module in a company with more than 100 employees. These prices are not directly comparable: they cover neither the same scope nor the same company size.
What is the difference between HR software and payroll software?
Payroll software calculates payslips and produces social declarations such as the DSN. HR software, or an HRIS, manages the employee file, leave, working time, reviews or recruitment. Some vendors cover both, others only prepare payroll data before sending it to specialised software.
Which HR software should a small business choose?
Among the vendors compared, three publish an offer aimed at very small organisations: Eurécia offers a Starter plan for 1 to 10 employees, available through an accounting firm, PayFit an offer for 1 to 9 employees, and Factorial a free trial. The choice depends first on the main need: payroll, leave or time tracking.
